Concern — Professional Services for Children, Youth and Families — is a Pennsylvania-based non-profit with more than five decades of experience supporting children in foster care, adoption, and community-based behavioral health. Its Wellsboro Plaza office serves families across Tioga County and the surrounding region.
Programs coordinated here include therapeutic and traditional foster care, kinship placement support, adoption services, in-home and community-based mental health treatment for children and adolescents, family-based mental health services, and Behavioral Health Rehabilitative Services (BHRS) that put trained staff in homes and schools to help children with significant emotional and behavioral needs.
Concern's approach is trauma-informed and family-focused. Rather than removing a child from everything familiar, the goal is to build stability where the child already lives — with birth family whenever safely possible, or with foster and adoptive families recruited and supported locally. That local recruitment matters: a Wellsboro kid placed with a Wellsboro family gets to stay in the same school, the same little league, the same community.
The office was one of the earliest social service partners to join the plaza's transformation, helping set the direction toward a professional services campus that quietly holds a lot of the region together.
